Homelessness in Los Angeles refers to individuals and families who lack stable, safe, and permanent housing, often due to a combination of housing affordability, trauma, health challenges, and economic instability. It is not caused by a single issue, but by multiple, compounding factors that intersect over time. In Los Angeles, the high cost of housing and limited access to supportive services make these challenges especially visible.
At The Midnight Mission, we work daily with people experiencing homelessness in Downtown Los Angeles. Our experience shows that homelessness is not a failure of character, but a complex human crisis that requires compassion, dignity, and comprehensive solutions.
Homelessness in Los Angeles is caused by a combination of structural, personal, and systemic factors. The most common contributors include:

The Midnight Mission sees these factors overlap. Rarely does someone experience homelessness because of one event. More often, homelessness results from a series of losses without adequate safety nets.
Homelessness is highly visible in Los Angeles because of climate, population density, and a shortage of affordable housing. Warmer weather allows people to survive outdoors year-round, while limited shelter capacity and long waits for housing force many to remain unsheltered.
Downtown Los Angeles, including Skid Row, has historically been an area where services are concentrated. While this creates access to support, it also concentrates visibility. Visibility, however, should not be mistaken for choice. Most people experiencing homelessness would prefer stability, safety, and privacy.
Homelessness impacts individuals from all backgrounds, but certain populations are disproportionately affected:
Women, particularly survivors of domestic violence and sexual trauma
Older adults living on fixed incomes
People with disabilities or chronic health conditions Individuals exiting foster care or incarceration People experiencing long-term poverty and systemic inequities
The Midnight Mission recognizes that each person’s path into homelessness is unique. Effective solutions must meet people where they are and address their specific needs.

Housing is essential, but housing alone is not enough.
Lasting stability requires a combination of supports that address the root causes of homelessness. Based on more than a century of service, The Midnight Mission has seen the most successful outcomes when people have access to:
When these elements work together, people are far more likely to maintain housing and rebuild their lives.
The Midnight Mission provides a comprehensive, integrated approach to ending homelessness. As a full-service provider, we offer emergency shelter, recovery programs, case management, education and workforce readiness, health and wellness services, creative and community-based programming, and long-term alumni support.
Our model is rooted in dignity, accountability, and community. We do not believe in one-size-fits-all solutions. Instead, we walk alongside individuals as they move from crisis to stability, and from survival to purpose.

Homelessness is a community issue, and lasting change requires collective action. You can help by:
